GENERAL
PURPOSE
Performs
a variety of entry level semi - skilled
duties related to the construction, installation, maintenance and repair of
city utility service systems including streets, water transmission and
distribution and wastewater collection. Performs a variety of complex skilled
tasks related to the maintenance, service and repair of city vehicles, small
engines and equipment.

ESSENTIAL
FUNCTIONS
Receives
project assignments and completion schedules; takes assigned equipment,
materials and manpower to the appropriate site and completes the project as
directed by the supervisor.
Performs
installation, maintenance, and repairs; operates a variety of hand or power
equipment; cleans tools and equipment to assure proper working order.
Operates
specialized heavy equipment in the construction, maintenance and repair of
various department projects and sites.
Participates
in work site safety procedures; sets up barricades, safety signs and signal
equipment; may perform flagging assignments to assure work zone safety.
Performs
routine automotive and mechanical trouble shooting as needed to assure safe and
efficient operation of city motor vehicles; monitors preventative maintenance
schedules and computer enters service dates and activities; coordinates complex
services with local shops and vendors.
Services
and replaces equipment parts such as radiators, generators, alternators,
starters, steering, suspension, distributors, brakes and clutches as required.
Performs
routine metal fabrication welding and hardfacing using electric and acetylene
equipment; operates drill and hydraulic presses.
Performs
general vehicle inspection, checks and
maintains service schedules consistent with manufacturer or city
specifications; orders replacement
parts, fuels and lubricates equipment as needed; changes and repairs tires;
completes vehicle repair orders and maintenance records as required.
Performs
blue staking as requested.
Regular and predictable attendance

MINIMUM
QUALIFICATIONS
1.
Education and Experience:
A. Graduation from high school or equivalent
GED.
B. One year experience in
construction, maintenance or repair of water/sewer distribution systems.
C.
Two years of skilled mechanic experience in maintenance and repair of gasoline
and diesel powered vehicles
and equipment.
D. Or an equivalent combination of education and
experience.
2. Knowledge, Skills & Abilities:
Some knowledge of operating
basic manual and power tools; the
standard practices, methods, materials and tools necessary for pipe line
construction and repair activities; pipe fitting procedures; the occupational hazards and safety
precautions of trench work construction and pipeline maintenance work; hazards common to heavy equipment operation; safety standards related to street construction and maintenance; material and
methods of constructing roads, drain systems etc.; water supply and distribution systems; construction requirements for water
distribution and pumping systems;
hazards associated with water treatment chemicals; state or federal regulations governing
installation and maintenance of water systems;
water quality laws;
interpersonal communication skills.
Minimal
skill in the operation of heavy equipment of various kinds under varying
conditions; perform heavy physical labor; develop and maintain effective
working relationships with co-workers, elected officials, local agencies and
the general public; communicate effectively, both verbally and in writing; work from blueprints; tolerate weather
extremes in the work environment; ability to perform basic mathematical
computations in reading and using various meters, gauges and related devices.
Journey skills in the use of mechanical tools,
materials, welding equipment.
Working knowledge of the design,
adjustment, operation, maintenance, and repair of diversified mechanical and
electrical equipment including light, medium, and heavy gasoline and diesel
vehicles; materials and tools used in equipment maintenance; the safety
practices required by state and other laws;
welding methods and procedures; servicing and repair of air brakes and
air systems; electrical systems and equipment; gas and arc welding, fuel
systems and computerized control systems.
Ability to read and interpret
maintenance manuals, parts books, and mechanical drawings; diagnose complex and non-routine mechanical and
electrical defects or problems and determine parts and adjustments necessary to
repair equipment; communicate
effectively, verbally, and in writing;
establish and maintain effective working relationships with employees of
all departments.
3. Special
Qualifications:
May be
required to become a certified backflow technician.
Must be a certified flagger.
Must possess a CDL.
Must be able to lift 50-75 pounds.
Must work on-call and 24 hour
standby.
4. Work
Environment:
Tasks
require variety of physical activities, generally involving muscular strain,
such as walking, standing, stooping, sitting, and reaching. Talking, hearing and seeing essential to
performing required job functions. Common
eye, hand, and finger dexterity required.
Mental application utilizes memory for details, verbal instructions,
emotional stability and discriminating thinking. Daily local travel required in normal course
of job performance. Daily exposure to outdoor elements and weather extremes.
This position is non-appointed and
is entitled to the protections of Utah Code 10-3-1105. As such, the Operator I-Equipment Maintenance
Specialist shall be entitled to due process appeal authority as set forth in
Utah Code 10-3-1106.
