GENERAL
PURPOSE
Serves
as a working foreman in charge of a specific work unit. Performs a variety of master level field & supervisory
duties related to organizing, coordinating, controlling, and supervising
the construction, installation, maintenance and repair of city utility service
systems including streets, water transmission and distribution of waste water.

RECEIVED
Works
under the general supervision of the Public Works Assistant Director.
SUPERVISION EXERCISED
May
provide close to general supervision to Public Works Operator(s), Equipment
Maintenance Specialist, and Parks Worker(s), Public Works Inspector, and
Seasonal Parks Maintenance.
ESSENTIAL
FUNCTIONS
Performs
field supervision on daily work projects to assure timely and efficient use of
city equipment and funds; manages interactions with public; conducts field
training as needed to enhance crew efficiency and effectiveness.
Receives
project assignments and completion schedules;
takes assigned equipment, materials and manpower to the appropriate site
and completes the project as directed by the supervisor.
Performs
installation, maintenance, and repairs; operates a variety of hand or power
equipment; cleans tools and equipment to assure proper working order.
Operates
specialized heavy equipment in the construction, maintenance and repair of
various department projects and sites.
Participates
in work site safety procedures; sets up barricades, safety signs and signal
equipment; may perform flagging assignments to assure work zone safety.
Checks
and services assigned equipment;
performs routine maintenance and emergency repairs; reports mechanical problems
to the shop for repair.
Performs
other related duties as required.
MINIMUM
QUALIFICATIONS
1. Education and Experience:
A. Graduation from high school or equivalent
GED.
B. Five years of experience in construction and
maintenance of various public works operations.
C. Or an equivalent combination of education and
experience.
2. Knowledge,
Skills & Abilities:
Considerable knowledge of operating
basic manual and power tools; the standard practices, methods, materials and
tools necessary for pipe line construction and repair activities; pipe fitting
procedures; the occupational hazards and safety precautions of trench work
construction and pipeline maintenance work; hazards common to heavy equipment
operation; safety standards related to street construction and maintenance;
material and methods of constructing roads, drain systems etc.; water supply
and distribution systems; construction requirements for water distribution and
pumping systems; hazards associated with water treatment chemicals; state or
federal regulations governing installation and maintenance of water systems;
water quality laws; interpersonal communication skills; principles of
management and employee supervision.
Ability to plan, coordinate, direct and
supervise personnel. Advanced skill in the operation of heavy equipment of various kinds under
varying conditions; perform heavy physical labor; develop and maintain
effective working relationships with co-workers, elected officials, local
agencies and the general public; communicate effectively, both verbally and in
writing; work from blueprints; tolerate weather extremes in the work
environment; ability to perform basic mathematical computations in reading and
using various meters, gauges and related devices.

Special Qualifications:
Must
possess a valid commercial drivers license(CDL).
Must
be a certified level III Water
Distribution Operator.
Must
be a certified level II Waste Water
Systems Operator.
Must
be a certified flagger.
Must
be able to lift 50 – 75 pounds.
Must
be willing to work on-call and 24 hour standby.
May
be required to become a certified backflow technician.
4. Work
Environment:
Tasks
require variety of physical activities, generally involving muscular strain,
such as walking, standing, stooping, sitting, reaching and lifting. Talking, hearing and seeing essential to
performing required job functions. Common eye, hand, and finger dexterity
required. Mental application utilizes
memory for details, verbal instructions, emotional stability, discriminating
thinking and creative problem solving.
Daily local travel required in normal course of job performance. Daily
exposure to outdoor elements and weather extremes.
FLSA AND AT-WILL STATUS
This position is non-appointed and
is entitled to protections of Utah Code 10-3-1105. As such, the Crew Leader shall be entitled to
due process appeal authority as set forth in Utah Code 10-3-1106.
The Crew Leader position is a
non-exempt position under the Fair Labor Standards Act.
