Position Description
Salary Range: $20.39 - $32.48
Starting salary will generally start at the lower end of the
salary range, DOQ

until filled, first review April 6, 2026, weekly thereafter
Part Time – Monday thru Friday between the hours of 9:00 am –
3:00 pm 4 hours per day

GENERAL
PURPOSE
Performs
a variety of routine administrative and
complex clerical duties as needed to expedite the service delivery of the
Building and Community Development Departments.

Works
under general supervision of the Community Development Director with direction
from the Building Official

ESSENTIAL
FUNCTIONS
Responds
to inquiries received in person, telephone, and through email.
Receives,
reviews, and processes building permit, land use permit, and encroachment
permit applications.
Provides
customer service to applicants, homeowners, architects, engineers, and
contractors.
Manages
the issuance of certificate of occupancies.
Schedules
inspections as requested by contractors and homeowners.
Coordinates
utility approvals with utility companies.
Routes
plans to appropriate departments for review.
Tracks
permit status through approval, issuance, and inspection phases.
Assess
fees according to established requirements.
Maintains
computerized data.
Maintains
accurate records.
Performs
related functions as required.
Regular and predictable attendance.
Other
duties as assigned.
MINIMUM
QUALIFICATIONS
1. Education and Experience:
A. Graduation from high school or equivalent
GED.
B. One to three years of responsible experience
related to the essential functions of above duties.
C.
Or an equivalent combination of education and experience.
2. Knowledge, Skills & Abilities:
Considerable knowledge of modern office
practices and procedures; of grammar, spelling and punctuation; of modern
filing systems related to alphabetical and numeric files; personal computer
operations and various programs. Working
knowledge of administrative procedures and maintenance of public records
and documents. Interpersonal communication skills.
Skill in computer keyboard operations.
Ability to exercise initiative,
independent judgment and to act resourcefully under varying conditions; communicate effectively verbally and in
writing; ability to establish and maintain effective working relationships with
fellow employees, elected officials and other agencies of the public; establish
and maintain comprehensive records and files.
3. Special
Qualifications:
Preference in hiring shall be given to those
with knowledge of the land use and building permit process and how building divisions interrelate to
other city agencies and external organizations.
A basic knowledge of building codes and code requirements is preferred.
Must
possess an International Code Council (ICC) certification as a Permit
Technician or obtain one within 18 months of employment.
4. Work
Environment:
Incumbent
of the position performs in a typical office setting with appropriate climate
controls. Tasks require variety of
physical activities, not generally involving muscular strain, such as walking,
standing, stooping, sitting, reaching, talking, hearing and seeing. Rapid work speed required to perform keyboard
operations. Common eye, hand, finger,
leg and foot dexterity exist. Mental
application utilizes memory for details, verbal instructions, emotional
stability, discriminating thinking and some guided problem solving.
FLSA AND AT-WILL STATUS
This position is an at-will
position and is exempt from the protections of Utah Code 10-3-1105. As such, the Permit Technician may be
terminated with or without cause and shall not be entitled to due process
appeal authority as set forth in Utah Code 10-3-1106.
The Permit Technician position is a
non-exempt position under the Fair Labor Standards Act.
